Eligibility Requirements
- Sampson or Cumberland County resident
- Income must be at or under 125% of Federal poverty guidelines
- Must be willing to sign an ASPIRE Program Agreement Contract
- Must be willing to comply with Program Guidelines

Application Process
Anyone interested in participating must first fill out an application and attend a mandatory orientation in order to be considered. You must include: proof of income for all household members for the past 90 days, and photo identification and social security cards for all household members.

How do I access a CARES NC application?
Applications can be accessed and downloaded here. Applications can also be accessed at the ASPIRE office located at 4525 Campground Road, Fayetteville, NC 28314 via the application pick-up box.
Do I qualify?
Eligibility is determined by meeting with a Case Manager. You must be income eligible and have been adversely impacted by COVID-19.
What documentation is needed?
- ID for everyone 18 or older
- Verification of All Income
- Copy of check stubs (for 3 months)
- Proof of Current Social Security Income
- Food Stamp Award Letter
- Social Security Award Letter
- Bank Statements NOT accepted
- Social Security cards for entire household
