Weatherization Assistance Program
The U.S. Department of Energy (DOE) Weatherization Assistance Program (WAP) reduces energy costs for low-income households by increasing the energy efficiency of their homes, while ensuring their health and safety. The program supports 8,500 jobs and provides weatherization services to approximately 35,000 homes every year using DOE funds.
Through weatherization improvements and upgrades, these households save on average $372 or more every year according to a national evaluation of the program. Since the program began in 1976, WAP has helped improve the lives of more than 7 million families through weatherization services.
Eligibility Guidelines
Families with incomes below 200 percent of the federal poverty guidelines or those receiving cash assistance payments under Work First or Supplemental Security Income are eligible for weatherization services. Approximately 1,600 North Carolina families benefit from the program annually. Priority is placed on providing assistance to the elderly, individuals with disabilities, and families with children.

*Income eligibility for both the Weatherization Assistance Program and the Heating and Air Repair and Replacement Program (HARRP) is 200 percent of the poverty income threshold.

Our Service Area
Weatherization Assistance Program serves eleven counties in southeastern North Carolina: Bladen, Brunswick, Columbus, Cumberland, Hoke, Montgomery, Moore, Pender, Robeson, Sampson, and Scotland.

Before any services are provided, the Weatherization Assistance Program will perform a home inspection to determine the most cost-effective weatherization services specific to your home.

Application Requirements
Our program has particular requirements to ensure our clients in need receive services appropriate to their particular home. Therefore, eligibility must be determined by meeting with our staff.

Duke Helping Home Fund
This program began in 2013. Eligible customers must meet U.S. Department of Energy criteria as being income-qualified in addition to other program qualifications.
